Sadly, this issue of the Review opens with an in memoriam for
Mr. Albert Alexander, a former Belgian military magistrate, who was
also an Honorary Secretary General of the International Society of
Military Law and the Law of War and a former secretary of the Belgian
Study Centre for Military Law and the Law of War.
The articles in this issue address the immunities of UN peacekeepers in
the absence of a status of forces agreement and universal jurisdiction
over crimes against international humanitarian law in Germany.
The new convention on cluster munitions as well as a report of the
2008 NATO legal conference are covered in the section on case-law
and recent developments.
Finally, as usual, there is a series of book reviews and advertisements
for new publications.
